Running and able to spend against its daily budget.

CampaignStatus.PAUSED

Stopped by the merchant, and resumable. It is not spending.

CampaignStatus.ENDED

Finished — it ran to its end date or was closed at the provider. Its figures are final and it cannot be paused or resumed.
